It becomes increasingly evident (writ-os tue American corrcsixmavnt of the .Sydney ''Daily Telegraph ) that tho
closing months of President Roosevelt's administration arc to bo marked by a zealous effort on his part to modify the legal status of labour. Ho is plainly dissatisiied with recent decisions of the Courts, such as tho one declaring the illegality of the boycott, another affirming the right of railroads to dkeriininato against members of labour unions in ttho matter <:.[ employment, another donying the constitutionality § of tho employers' liability law. and overthrowing of the law reducing the hours of b,;kers to eight instead of the 12 and 14 which oonstdtuite far many of thorn a day's labour. Ho believes that judges aro too prone to maintain too rigidly the old-fashioned right of private contract, and forosees some sort of social upheaval if judicial practice is not made to conform with greatly altered , social conditions; for the labouring man to-day is not in a position of financial indopendenco which enables \him to protect his iatoreste voder free contract—much less the labouring woman.
