ANOTHER PROPOSAL.

At the meeting of the Selwyn County Council yesterday, a reeolation wm passed which involved the dropping of the Wainiakariri-Malvern water supply scheme, which was based on exhaustive roports by the county engineer and other engineers. The resolution, which read as follows, was proposed by Mr G. Witty, M.P.: "That the engineer report at next meeting of the Council on the cheapest method of delivering water, say, from 10 feet to 15 feet per second, at Jvimberley. along tho present Gorge race, and with the present headworks, either -with or without iron pipes; also aa to tho cost of repairing ths> Kowai dam, so as to safeguard the present intake and provide a reasonable supply of water for that part of the district, either scheme to be worked in conjunction with the Sandy Knolls road scheme." Mr Witty Baid that the Council recently decided to submit the £25,000 scheme to the ratepayers of the Malvora and "Wr.irnakariri districts, the proposal also being to amalgamate thoeo districts. From the nieetings which had been held already it was apparent that there was not a possible chance of the scheme being agreed to. The Waimakariri district already had a sufficient supply, according to the engineer's own showing, and the ratepayers bad passed resojutiona expressing thair satisfaction with it. The scheme which he now proposed found favour with tho lower portion of the Mai vera district, and it was within the district. Sandy Knolls could be worked from tho TYaimakariri head works at Halkett.

Mr Bedford seoondied the proposition. He had no personal knowledge of the condition of the Kowai dam, but the phiOtoarapOi recently published in "Tho Weekly Press" showed tfeot dt tvae badly damaged. It was a pity thet a work on which such a large sum of money had been spent should bo allowed to become absolutely useless, and an effort ehould be mado to repair it. The Eroginper said that it wes impossible for him to report favourably or the Kowai dam, or on the Sandy Knolls road scheme. He i bought the present scheme should be submitted to the ratepayers, ac many of them were in favour of it. Mr Wilson aleo expressed the opioion that a vote ehould be taken. The motion was carried.
