LONDON, April 21

Great Britain and the United States have resolved to enforce treaty rights in the Congo Eree State, -whoever is ruler of it, and have invited Belgium to explain how, in the event of annexation by that country, it propose; to apply the provisions of the Berlin Treaty regarding international rights, and independence and freedom of trade, especially the last, which materially affects the right of the natives to trade.
