Mr Churchill, epeaking at Manchester, said he was convinced that a national settlement of Irish difficulties was indispertsablo to any harmonious conception of Liberalism. Ho had Mr Asquith. concurrence in saying that if Parliament were dissolved the party .hould claim full authority and a free, hand to deal with tho problem of Irish self-government without being restricted in measures of devolution like tho abandoned Irish Council Bill.
