A WAR AG-AINST "HUMAN VERMIN."
"The Times" -iay? th it King Carlos', courageous support of Senhor Franco's drastic methods in restoring purity to Portuguese politics would make tho King, in a peculiar sense, a victim to duty. The immediate resumption of constitutional government will probably assist in tho execution of reforms. The "Pall Mall Gazette" says that the lesson from Lisbon shows the need for an international agreement for a war against human vermin.
