(Received December 23rd, 9.56 p.m.) LONDON, December 23. ■Mr Ha Wane, Secretary for War, speaking at Edinburgh, stated that King Edward on Friday had given his assent to the biggest Army .Order passed for years. The special reserve would be completed in August, end then six divisions would bo provided, with all essentials for & long campaign. When the new Army Order had done ite work the Army would have behind the fighting line machinery which, his advisers declared, added 100 per centum to the efficiency of the fighting unit. The cost would be slightly less than before.
