ST. PETERSBURG, November 30,

M. Stolypin read to the Duma a ministerial declaration, carefully avoiding the word constitution, declaring that tho autocracy was the Supreme power, and the Caar would resort thereto whenever 'Russia's safety demanded such a step. He instanced the electoral law of June 16th, and th© present need of further repressiug the revolutionary movement. .The. newspapers soverely comment on tho declaration.
