Charles Lucas, of th© Dominion Department, at tho Grand Hotel. Tho Hon. W. ' Pomiber Reeves, New Zeaknd High Commissioner, Captain Collins (Commonwoalth), and Sir Richard Solomon (Transvaal) responded to th© toast of "The Self-governing Colonies." Captain Collins remarked that Sir Charles Lucas's appointment had initiated a new departure, which, though only a small beginning, indicated tho road along which they would travel an future.
