The Constitutionalists carried l.loemfontein, winning four seats by largo majorities. They lest th© fifth by two votes. LONDON, November 21. "Th© Times'' says tho Upper House will consist of fivo supporters of the Beer organisation, Orangie Unie, five Constitutionalists, and Mr Steyn's brother-in-law, Mr P. Blignaut, who will hold the balance. The now Council is both strong and representative.
