MR PHILP FORMS A MINISTRY AND IS DEFEATED. United Press Association—By Electrio Telegraph—Copyright. BRISBANE, November 19. Mr Philp has formed a new Ministry, which van sworn in to-day. Tho members are Secretary and Treasurer, Mr Philp; Home Secretary, Mr Denham; Minister for Lands, Mr Barnes; Minister for Railways, Mr J. D. Campbell; Minister for Works and Mines, Mr P. J. Leahy; Minister for Education and Agriculture, Mr W. Stephens; Minister for Justice and Leader of the Council, Mr F. J. Power; Minister without portfolio, Mr W. V. Brown. (Received November 19th, 8.20 p.m.) The Philp Ministry, which was only announced to-day, has been defeated by 37 votes to 28. * (Received November 20th, 12.65 a.m.) Mr Philp, after announcing the composit.ion of his Ministry, explained that he intended that the House should pass tho Estimates and then to close the session. If the House was not prepared to go on with business it must take th* consequences. Mr Kidston: moved thnt the chairman leave the chair. He explained that; ho had told the House that it could not go on because of the obstruction from the Council. That obstruction would have to be dealt with. Ho declared that attempts had ibeen made to bribe members of his side to support tho Government, but they had failed. Members had been threatened for standing to their duty. Mr Philp explained that he had not attempted to get Mr Kidston's supporters to join him till Mr Kidston resigned. , Mr Kidston's motion was then carried, and the house adjourned.
