"The Times," without endorsing Mr Deakin's somewhat contemptuous criticism of the re-arrangement of tho Colonial Office, says that a fresh doparture and the casting away of irrelevant traditions would have inspired more confidence, and tended to make the secretariat better adapted to its function as a connecting link.between equals. . -
