PACKET LICENSES.

A NEW BILL. (special to "the raiiss.") WELLINGTON, November 16. v Tho Packet Licenses Bill authorise* tho owner instead of tho master of a vessel as formerly, to hold and sell liquor on board. The Governor may from time to time, by Order in Council, mako regulations restricting to certain clc6ses of vessels the grant of packet licenses under the principal Act, and ell such regulations shall, when gazetted, have the force of law. The following provisions shall bo applicable in tho case of any vessel in respect of which a packet license has been granted under the principal Act, whether before or after tho passing of this Act. No liquor shall bo sold, supplied f or given on board any such vessel by any person to a passenger already in « state of intoxication. No liquor ' I shall be sold, supplied, or given on board any such vessel by any person to any oificer or member of the crew of such vessel without the written authority of the master. No passenger shall, on board any such vessel, offer, givo, or supply any liquor to the master or to any officer or morabor of tho crew of such vessel. Any person committing a broach of any ol the provisions of this section shall be liable to o fine not exceeding twenty jwunds, # j a fid if tho offence is committed by any servant of the licensee, tho licensee shall be deemed guilty of the like ofI fence, and shall bo liable to tho like j fine.
