Mr CALLAN continued the dchato on Mr Louglnmn's motion .-—"That in order to effectively <lefend the Dominion against possible enemies, it is ini])erativo that all able-bodied adult males should be trained to the use of arms, end instructed in such military or naval drill os may be necessary ior the purpose."' Tho motion was lost by 21 votes to 4. FLOUR DUTY. The Flour and Other Products Monopoly Prevention Bill was reported from Committee with machinery amendments, and read a third time and ]ia«sed. At 5 p.m. the Council adjourned until 7.30 p.m. The Council resumed at 7.30 p.m. VARIOUS BILLS. The Coal Mines Act Amendment BilJ was put through all its stages. Tho Council agreed in the main with the amendments made by tlio House ia the Bills Exchange Act Amendment Bill. The Sea Fisheries Act Amendment Bill was read a second time, ■ committed, repwtod with slight amendments, and finally passed. The Council rose at 10 i>.m.
