The plenary sitting of the Peace Conference adopted the convention relating to submarine mines, but the reservations of several Powers nullify so far as they are concerned, its most important provisions. Tho discussion revealed a marked conflict of opinion between the British and German delegations. Sir Ernest Satow emphatically declored that Great Britain would not acoept the. Convention as a final solution of the matter. He commented on its inadequacy, and also the fact that neutral shipping was gravely endangered. The. Conference also adopted the Convention, as to the rights and duties of neutrals in war time. Great Britain, Japan. America, and throe others abstained from voting. Germany and five others made reservations.
