The grant would only be justifiable in the event of tht> number of foreigners in the mercantile marine becoming a national Manger. The Admiralty's witnesses declared that the reserves were adequate, and owing to the tendency for the work aboara a warship to become more highly skilled, the utility of the mercantile marine as a recruiting ground for the Navy would probably in future be limited. The Committee is hopeful that the present tendency in the direction of a decrease of the foreign element will be maintained by the improvement of Sea life generally and the new language test. The Comm...-ee recommends a capitation grant of £20 per boy prepared for a seafaring life in training ships, subject to certain specified conditions..
