Ifs immediate signature beforo amendment was due to tho fear of introduction into tho New Hebrides question of extraneous influences, and to that extent th© Convention is only provisional. Tho "Pall Mall Gazette" .emphasises tho need of means whereby tho colonies oould participate in tho settlement of questions of colonial interest.
