AN APPEAL FOR THE RUSSIANS.
UNITY AND PARLIAMENTARY ACTION. (Received September sth, 10.56 p.m.) LONDON, September 5. The Congress at Liverpool recommended a reformed procedure to enable Parliament to carry over private members' measures from session to session until they were accepted or rejected. It was resolved to appeal to tho trades to give prompt financial aid to the Russian people. Mr Ben TSUet's resolution in favour of compulsory arbitration in trad© disputes was rejected by a large majority. The Parliamentary Committee was instructed to arrange a conferenco with the Labour groups with a view to securing unity of Parliamentary aotion on strict independent lines.
