Barclay, , M.H.R., said, judging from their j utterances, the members of the 1 Cabinet wero in hopeless dis- ' ' agreement. Obviously, when peoplo ; would not agree on a particular course of action, nothiug at all was done. That, to his mind, was the danger. What could they have but a policy of masterly inactivity? How could it bo anything else unless several Ministers were prepared to swallow their prcvious-ly-oxpressed convictions, retract their i enunciated views and words, and j i launch out afresh on a new course? It was hie belief that it would bo found ! on tho-Ist of the month that what would , practic.dly be, a Kudical proguammo i would l>o pre.-o.ntod to tho country as j the policy of the Government. Effi- ! cient administration could not bo ac- ! C'-pted in lieu of progressive legislation. ;He trusted they would get a .surprise, and find tho spirit- of Mr Seddon, his force and energy still surviving in tho Cabinet. MAIL NOTICES.
