Sir West Ridgeway, chairman of tho South African Representation Commission, failed to secure a unanimous agreement between tho Progressives and tho Boers respecting an immediately adoptable scheme for the distribution of the constituencies. Sir J. F. Fitzpatrick, Mr Abe Bailey, the Rand millionaire, and a third Progressive loader, will accompany Sir West Ridgeway to England with the object of endeavouring to enlist the Earl of Elgin's sympathy in the matter. THE CUSTOMS CONVENTION. PRETORIA, June 28. Tlio Legislative Council at Pretoria, by 12 votes to 8, ratified the Customs Convention. THE, RAND COOLIES. (Received Juno 29th, 10.3 p.m.) LONDON, June 29. Mr Winston Churchill, in reply to questions, said he believed that tho improvements in the management and control of coolies would not prove ineffective. He promised to consider tho a time limit, when tho outstanding permits to land coolies should cease. „ f_
