It is stated that one reason for the delay in iue signing of tho new mail contract is that the London parties interested aro disinclined to accept the condition giving the Commonwealth power to take over a steamer at any time at a valuation fixed by arbitration. It appears there are three parties in the new combination—a Sydney firm, a Melbourne firm, and one of the biggest shipping firms in London. The present capital of tht combine is a million.;
