THE DISCUSSION ON CLAUSE IV. United Prose Association—By Electrics Telegraph—Copyright. LONDON, June 26. A debate ie proceeding in the Commons on Mr Evelyn Cecil's amendment to make Clause IV. of the Education Bill mandatory. Mr Birrell said the clause was an excrescence on the Bill. His amendment was an exception grafted cm an exception. He predicted that the local authorities would prevo reasonable in meet cases. Mr Herbert Paul, Dr. 0 McNamara, and Mr Hilaire Beiloc, Liberals, and tho Nationalists, preferred Mr E. Cecil's amendment. Mr Chamberlain said the Bill was drawn up on the wrong lines and was not amendable. The logical sequence of Mr Cecil's amendment would be the resumption of the country, and urban schools. W hat. would passive resisteis then cay?
