LOCAL BILII IN THE MATTER OF A PROPOSED LOCAL BILL OR ACT. PURSUANT to the provisions oi the Standing Orders of the House of Representatives relating to Local Bills, the Christchurch Drainage Board hereby gives notice that application wiii be made to the General Asseint.lv of New Zealand in Parliament assembled at the Session now about to be held, for leave to introduce a BUI to be called the Christchurch District Drainage Act. 1575, Amendment Act, HKW. TIIE object of the mud proposed Bill is to repeal any provision ol tiie Christchurch Diiinct Drainage Act ls7o or any Act amending the same where inconsistent With the present Bill; To provide th.it tho qiu-iiTication of electoxa or voters on the election of a member to the Board or on any poll or proposal submitted to tho" ratepayers of the district or any subdivision of the district shall be the persons who during the year immediately preceding such election or poll htive" been rated by or under the authority of the Board in respect of property situa.te in the district or in the subdivision of the district affected by such election or poll to a rate payable under the said principal Act or any amendments thereof, that each such fleeter or voter shall harre siu-.li votin.g power as is specified in the Lix-a! Government Voting lt&fortn Act 1839; To empower the Boxrd to proceed with any proposal submitted to tbe ratepayers if the total number of vot«s recorded in favour of such proposal exceeds th.?t of the total number of votes recorded against such proposal; To compel each Local Authority directed to levy and collect arty rate on behalf . of the Board fo render a monthly account to the Board showing all rates collected and to pay over collected rates to the Beard; To empower the Board itself to 'sue for any rates when six months overdue either in the name of the Board or oi the Local Authority which levied truch rate and giving tho Board such powers as the Local Authority would possess in respect of the recovery of such rate. To renenl the proviso to Section 5 of the Cbrisfchurch District Drainage Act IP'S Amendment Act 190.7 and to substitute a new iir-wi«o to the effect that "the Sewage Area" shall not bo constituted reconstituted or defined or the boundaries thereof extended so as to include lands outside the boundaries of the City of Christchurch tvi'hout the previous consent of the ratepayers in respect of mich lands proposed to bo included, eruoh oonaent to be obtained by a poll provided by the Local Elections Act ISMM Sections 41 to 44. PROPOSED LOAN. ■\TOTICE is hereby given, in pursuance of the provisions of the Local Bodies Loons Act. 1901, that the Sefton-Ashley Drainage Board desires to obtain the consent of the Ratepayers of the Sefton-Ashley I>r»hMug*e District to tho borrowing of a sum" of JMOOO for tho purposes, upon the security and otherwise as heTeintafter mentioned:— (1) The particular undertakings proposed arc: (a) The erection of effective protective works in sundry positions along- the north bank of the river Ashley; (b) the erection of such works along the banks of Stoney Creek as may be required to prevent its everflow, and (o) the carrying out oi ouch works near the lower end of Fox's Creek, aa may be deemed necessary to the restraining of the water within a defined channel. (2) The sum proposed to be borrowed for purpose (a) is £3.100, for purpose (b) £200, and for purpose (c) £50-0. (3) Tho proposed security for the said loan is a special Tate of One Halfpenny in the £ on the capital value of all the rateable property in the Setton-Ashley Drainage District, provision for repayment to be made by means of a sinking fund. (4) It is proposed to pay the cost of raising tho loan, and interest upon the loan, for the first year after the same is raised, out of the loan itself. A meeting of ratepayers of the said Drainage District, to consider the said proposal, will be held in the Board's Office, Sefton, on WEDNESDAY, the 61h Tfay of June, 1905, at 7.30 p.m. THOMAS WYLLIE.
