'Mr Saunders, the Chief Commissioner, recommends the imposition of a fine on the Chief Signandi of a thousand oattle, and its collection in the presence of a white force. Such a course would be in the nature of an ultimatum to suspected chiefs. Three hundred light infantry and a section of artillery at Durban are mobilising. The artillery proceeds to Dundee.
