"Evidently the reduction is designed to benefit tho working classes, and that would explain ite restriction to tobaccos mostly used by working men. il lt is to be hoped the Government will give some notice of the date on which the reduction takes place, for every large tobacco merchant ie compolled to stock a considerable amount of tobacco, and in our own case it »-ould represent from £150 to £200 worth of duty. If the duty were taken off suddenly, it would be a big lose to the merchants."
