The law said wherever there was a large number of teacher* offering for a position, &c jßoaid should send 'ax in their respective order to th* school committee, if there wae not a large number, presumably, the Board should send four, etating th* relative order, and the. committee should recommend at all.events two but of the four. It would then be for the Board to appoint one of the two recommended. The Boards now were saying it. was not compulsory for them to send either aix or four, and there were cases in which they had selected only one teacher, and sent the name on to the committee. They were setting at defianoe the intention of the Legislature. A grave injustdoe was being inflicted on teachers and committee*, and he did not hesitate to cay that if any question of that kind arose, he would refuse to pay aalariea to teachers who ho believed bad been improperly appointed. The committees must be consulted as the Act required, and any departure from that procedure would bring the Government and the Boards into conflict.. The Government would 6tand by the committees, and carry out the law ac intended by/Parliament. Parliament would not be played with by the Boards, who were ignoring tho merits of teachers, and for the porpoee of .." enaarlog" an appointment, would only eend one name, holding back others.. Any appointment mode under euch conditions ho would treat as illegal. ■
