NEW BRIGHTON BOROUGH COUNCIL.

A special meeting of the New Bi ightori Borough Council was held on Friday night, Present—Or*. Gl&nville (in tlto chair), Otiey, Hawker, Caygill, Bellamy, Mason, leraolaon, LightfcodV and Macfarlatte. The balaooe-eneet tor the yenr was adopted; and copies were ordered to be printed. The ordinary westing was then held. The Treasury Department wrote, asking for payment of £125 Os Id tnterasb on loan due on the 31st January, 1906. The Drainage Board Wrote,' asking tor Payment on account of drainage rates collected by the Council. It wee,decided to forward a cheque for £100 on account. ..;The Town Clerk reported inter alia that barbed wire was being used in fencing eeotions abnttintf upon several streets contrary to the tjy-kws, and the Town Clerk was instructed to take action in such cases. The Finance Committee reported receipts £87 16s Id, and dr. balance at bank on general account £362 13e 3d, and recommended accounts for payment amounting to £49 5s 6d. The committee also recommended the Council to contribute £5 5s towards 'tho fund for. the Christchurrih technical classes.) The report was adopted. The Works Committee reported tho receipt of ft letter from Mr C. J. Marshall, asking tho Council to relieve him of some of the expenditure incurred by him in protecting his property owing to the Council having lowered the footpath. Tho letter was held ov«r 4 for" rurtlier consideration. A suggestion that the lupins on the east side of Richmond (mace should be cut down, co as to provide a track, was referred back to the committee for further consideration. The lighting Committee reoomm*ndod that fhe lanborna diould be removed from the lampposts for tho purpose of being overhauled and repaired. Mr' Goneon, a member of the Heatbcote Road Board, waited on the Council with, regard to the formation of the tram line from Breeze's Toad to Bexley. The deputation from the Heathcoto Road Board and the Council had waited on- the Tramway Board, and the engineer had estimated that 15,000 loads would be required for filling in, and t&is would cost £1023. Mr Ooneoai pointed out that the.engineer had included in hie estimate that portion of the road from Bexley to the bridge. The Heathcote Road Board'e engineer had estimated that the cost of formation of the. portion of the road from Breeze's road and Bexley would be £800. The Tramway Board would not give a direct rote, and unless a large grant was given by the Government the work. could . not, be completed.. Unfortunately, the chairman of the Heathcote Road Board was strongly opposed to the suggested formation, and would do what be could to prevent any contribution. from the Government being used as suggested. The Tramway Board'e engineer had suggested epan construction on either side of the road, which would enable the lane to bo laid in the middle of the road. Or. Maefarlane said that, as Mr Soott was the chairman of the Heathcote Road Board and a member of the Tramway Board, and was opposed to the proposal, he felt inclined to drop the matter. The Tramway Board would, regret its action. Mr Conson explained that the portion .of the road from Bexley to the bridge, euppceed to be a public road, wae really private property. There would probably, be isomctrouble about the tram bridge,, and the Road Board end the Council would be asked to contribute towards the cost, but so long as ttie roadway under discussion was private property , neither body could be compelled to contribute. Under the circumstances, Mr Coreon thought the matter had better be allowed to drop. It wae resolved that tho Council could not ccc its way to contribute any proportion of the cost of forming the roadway. The Council passed a very hearty vote of thanks to Mr Conson for tho interest he had taken in tho matter. The Clerk was instructed to have come lupine placed on the fcreehore where the old boatehod used to stand. The next meeting wae fixed for January Bfch.
