AN OFFICIAL STATEMENT.
TIME UNSUITABLE FOR REFORMS. (l.ooeived November 14th, 0.10 a.m.) ST. PETERSBURG, November 13. A Government Communique states that the internal situation in Russia is unsuitable for the introduction of reforms. The serious application of reforms is only possible when tho country is pacified and tranquil. It appeals to the sensiblo section of the people to assist tho Government in its efforts to realise the, Czar's manifesto.
