BIRILEFF'S NEW APPOINTMENT.
(Received May 24th, 9.35 p.m.) ST. PETERSBURG, May 24. Admiral BiriL-ff-lias been appointed commander of tho "Pacific Fleet," with the rights cf authority of a commander of an "independent force." [It was Muted a few days ago that Admiral Biriloff has exchanged posts witii Admiral Skrydloff at Vladivostock. "The Times" correspondent at St. Petersburg reported, at tho same timo that Admiral Uirileff would eventually succeed Admiral Rozhdest-vensky. A statement that the la'.ter's ill-health was causing depression at St. Petersburg was followed by a report that ho was dead.]
