Tho "Cologne Gazette" states that the Navy League resignations were th© direct result #f a telegram from th© Kaiser, sent while he was touring in the Mediterranean, and without consultation with Count Yon Bnlow. The Kaiser's action is considered inexplicable sine© tho Kaiser addressed congratulations to the League after tho adoption of its extravagant programme.
