TO PROTECT ANIMALS IN THE PHILIPPINES.

A Society for tho Prevention of Cruelty to Animals has been incorporated in the Philippine Islands, and the War Department has invested it with a good deal of authority for securing its objects. It is authorised to appoint five agents in the city of Manilla, and two in eaoh provinoe of the archipelago, with full power to make arrests for violations of the laws enacted for the prevention of cruelty to ani; mals, and to call upon the regidar polioe force to aid it in enforcing these laws. One-half the fines collected on convictions secured by the society is to be turned over to it, to bo used in furthering its work. Those acquainted with the customs of the Orient in the treatment of animals will recognise that the society will have * very fruitful field of usefulness, and contribute greatly •c the influenoe now at work for tho development of a higher type of civilisation among the people of our Eastern possessions.
