NEW BRIGHTON BOROUGH COUNCIL.
The New Brighton Borough Council met on Monday night. The Major 1 .©ported that tbe Drainage Board had agreed to New Brighton being created a speed- drainage district from next L January, which would cave a luge ! amount of rate* to ths borough. The monthly list of redpssntsof charitable aid was laid on the table. Cr. Macfarlane asked whether the Homes at New Brighton, at which ohildren, wore boarded out. were under the. control of the. Charitable Aid Board. The Mayor said that the Homes were not controlled by the Board. Tbe allowances paid to the caretakers were paid from Wellington, and tbe Homes were regularly inspected by the Government inspectors. . The Finance Committee reported receipts £18 15s Bd, and debit balamoe on tbe district fund account £222 18s 3d, and recommended for pay. ment accounts totalling £33 Us 3d. The oommittee also presented an .estimate of receipts and expend.iture for the present year. The report- waa adopted. The estimates showed:—Receipts: General rate of la 4d in the £ on £7600, £500; Wain„kariri river rate of id in the £, £15 12a 6d; drainage rate, 8d in tbe £, £250; Hospital and Charitable Aid Board, lid in the £, £46 17s 6d; loan and annual recurring rate_, 8d in tbe £, £250; total receipts from rates, £1062 10s. Outstanding rates, £23 Is 2d; sanitation rate, £6 3s; 10 per oent. tax on overdue rates, £3; Government subsidy, £83 16s; lioense fees, £76 15s; commissions on rates collected, £15; rent of clay pit. £2; refund from Domain Board, £15; sanitation rate, 12s per house, £125; overdraft, £204 4s 4d; total receipts, £1616 8s 6d. Expenditure: Overdraft at March 31st, 1905, £205 3s 6d; out. side rates and loan sinking fund, £562 10s; honorarium to Mayor, £10 10s; salary of town clerk, £75; auditor's fee, £3 3a; advertising, printing, and stationery, £45; law costs, £2 2s; election expenses, £5; insurance, £5 ss; inspector of houses, £3 3s; Municipal Association fee, £2 2s; dog tax collector's fee, £2 10s; Domain Board advance. £15; amount available for works and lighting, £680—£1616 Ss 6d. Cr. Macfarlane said that in the esti- ! mates there did not appear any allow- ! anoe for lighting. Unless ample pro- ' vision wa» made for lighting, he did not wish to remain chairman of the Lighting Committee. The chairman of the Finance Committee "(Cr. Lightbody) said that the allowance for lightring had been included in the allowance for the Works Committee. The Mayor said that the allowance should be for " works and lighting," and not for any oommittee. Or. Lightbody i said that he would withdraw the report ' and submit an amended one. He objected to the actions of the other com- , mittees. The Mayor stated that the I report could not be withdrawn, as it had been presented to the Council. Cr. ! Lightbody said it had not. The Mayor, after ordering Cr. Lightbody to sit . down, explained that tha position taken up by Cr. Lightbody waa wrong, and he was quite sure the Lighting Committee was not antagonistic to the Finance Committee. The matter ended by Cr. Lightbody explaining that be did not intend any disrespect to the chair. The report was adopted with slight alteration. A very voluminous report waa read from the Works Committee aa to the works to be undertaken by the Council during the present year. This gave rise to a considerable amount of discussion, and eventually it was decided to adopt the report, subject to amendment from time to time. The Lighting Committee submitted a letter from the manager of the New Zealand Acetylene Gas Company, offering, to aupply generator mains, etc., for lighting the Sea View road. The Mayor said that —ere was a possibility, of an offer being made to supply the borough with coal gas, and it would not be advisable to 1 come to any hasty decision -on the matter. It was dec—ed that the matter should remain over for further consideration. It waa decided that the Works Committee should report at the next meeting on the best means of mitigating any nuisance which may exist in the old river-bed. The following were appointed a Fire Brigades Committee:—The Mayor, and On. Hawker, Otley, Israelsott and Cay gill. A Street-naming Committee was appointed as follows:—Tbe Mayor, and Crs. Macfarlane, Bellamy, Glanville, and Mason.
