PROVISIONING AT KAMRANH BAY.
FLEET SHORT OF SUPPLIES ON ARRIVAL. OUTSPOKEN COMMENT BY "THE TIMES." (Received May 9th, 12.50 a.m.) LONDON, May 8. Details received at Hong Kong with regard to the re-provisioning of the fleet show that Admiral Rozhdestvensky was at Kamranh Bay from the 15th until the 23rd. When the facts were known Admiral Jonquireres advieed them to depart. Admiral Jonquireree was present most* of the time. Admiral Roxhdestvensky left on the 25th. The French steamer Quanguam, full of oontraband, unloaded at Kamranh Bey about the 23rd, junke and boats transferring the supplies to the Russian cruisers in the presence of M. Deecartes. This stretching of neutrality enabled the Russians to proceed and intercept international steamers. When Admiral Rozhd-estvensky arrived on the 15th, the fleet was dangerously short of supplies. M. Delcasse had an hour's interview with M. Rouvier, the Premier, on. the foreign situation on Saturday. "The Tim<»" says that, in the interests of the world's peace, it earnestly trusts that the Government and people of Franco will not remain under any illusion as to the great gravity of the situation. M. Motona has requested an explanation of the relations between France and Russia on the neutrality question. No reply of a satisfactory character was announced up to yesterday at Tokio. "The Times" declares our allies'' complaints cannot be evaded, and cannot be ignored. The French do not doubt the warmth or sincerity of our feelings towards France, or our earnest desire that friendship should endure, and be developed." They will understand that any action on our part is inspired by the strongest wish to avert while there is yet time, the possibility of a incident which might dissolve the entente and compel the two countries I to take opposite sides. We have reason to believe that Lord Lanadowne j has spoken very strongly to France on the breaches of neutrality alleged] to have been tolerated. The solution demands promptitude and firmness in dealing with colonial officials. Tho "Daily Telegraph's" Tokio correspondent resorts that on Sunday,

France intimated to Japan that the Baltic fleet was ordered to leave Honkoho, and it is believed that Admiral Roshdestvensky will make Leonghoi, in Hainan, his base.
