Horwitz, alias Orvitch, who was arrested at Singapore on a charge of espionage, has been sentenced to throe months' imprisonment on a charge of trespassing, and fined £50 for having skotching implements in his possession. AN ANGLO-FRENCH DISPUTE. (Received May Bth, 9.18 p.m.) LONDON, 'May 8. The differences between • Britain and France regarding Muscat will bo discussed at the Hague Convention, in June. [Some excitement was occasioned in February, 1899, by the action of the captain of a British warship, in compelling the Sultan of Oman (of which Muscat is the capital), under penalty of bombardment, to annul a concession made to France for a coal depot. M. Deloaeee stated, in tho Chamber of Deputies, that the British Government had acknowledged that France and England were entitled to a coal depot on the earn© condifcione, and had expreeeed regret at tho form of their intervention. On the British side, it was stated that the concession wee for a harbour ajid naval port, and not for a mere coaling station, and that the intervention had been taken under the instructions of the Imperial Government. Oman ie an independent State in South eastern Arabia, and Muscat is an important trading centre. Close relations have existed for some time between the Government of India and Oman. Tho Sultan ie pledged not to cede any of hie territory ,to any Power but Britain, and British warehipe have assisted him in mamtainisg hie authority against rebellioue tribes.]
