The Board's engineer reported as follows upon the' above letter:—" With reference to the suggestion of tho Superintendent of Telegraphs that guard wires can only be dispensed, with at certain points, conditional on tho Board's paying for the special installation of twin conductor telephone' wire, twisted in pairs, and specially mado up for. bearing purposes with; a steel core, I'haVe to report as follows:—As you will .-remember, the question of - guard wires was discussed very fully, with the Public Works Department, and uespite the jßoard's* objections, that. Department, acting for the Telegraph Department, compelled the insertion of;, tho guard wire clause in the Order-in-XUoun-cil, and it was therefore embodied in |he contract. / The Telegraph Department is now prepared to waive its objection to their omission on the greater part of the system, the exception only being where heavy trunk wires cross or run noar the Board's wires. This change of position .has only recently been notified, and therefore, of coureo, hot in time to prevent the guard wiro pole' fixtures being delivered. The saving that otherwise would have been made in this respect is therefore lost. The stock of wire could, however, bo used later for extensions to the Board's telephone system or potential wires. The cost of the alternative scheme suggested by tho Department would mean an additional expense of about £1600. Tho installation of guard wires over a large area of the system is bound to mean serious delays to traffic, increased maintenance, and a source of danger to passengers and, pedestrians, as I have before reported, and I would, therefore; like to" see the suggestion of tho Telegraph Department carried out; In view, however, of the fact that this change of position on the part of the Telegraph Department will, it adopted,, mean a considerable increase in the Board's expenditure, I presume the Board will desire to consider the question as to .whether, .under the circum- • stances, if* should be required to pay tho whole cost of the alteration." ... The Chairman said that the; matter was a most, important one. , The members would remember how strongly had opposed the use of the guard wires, but they were compelled *by ; the Government to use them. The wires had accordingly been arranged for in the contract, and then tho Board was informed that a change-was desirable. Section Q—Car shed: The rails having r arrived for this part of the work since ' my last report,, they aro now being laid, and tho concrete flooring being proceedeci. with. Owing to the largo amount of material which is arriving, and on which tho Board has made part payment, instructions have been issued to the contractors to have a night watchman placed in charge of tho car «hed at all times at which work is not being proceeded with, and as an extra precaution against fire, tho City Fire Brigade, through their Superintendent, Mr Smith, has kindly lent the Board two large chemical fire extinguishers. Jn addition to this, I have had installed firo grenades in different parts 1■ of "the building, and the City Council has been askfcd to install the fire alarm box which has been formerly situated at tho h'ontli-east comer of Steven and Faliigrave streets, on tho Board's building, at tho north-east end. As soonas the City Council's electric mains aro available for supply, it would bo desirable to install (under hire) a pmall motor for driving the pump, so as to keep the supply tank full. The motor which is now direct connected to this pump is arranged for a 600 volt circuit, which, of course, will not bo available until tho new plant is started. ■ Section' R—Power house: As^before reported, this building will bo com- - ploted in ample time to receive tho, plant on order. Section S—Fencing car shed site: This section is now completed. : Section T—Raising telegraph and telephone wires: Tho Telegraph Department have a largo gang going ahead with,this head, and Mr Gannaway, the inspector, has promised to start a • second gang' shortly, when the largo distributing polo at the Worcester street approach/to tho Square will be altered. Mr Dougall said he thought the con.striiction of the .permanent way was piqceeding very unsatisfactorily. Hβ
