(I'EESS association telegram) AUCKLAND, Oclober 14. The x\nglic«u Synod, under the pre*:duicy of Hishop Xeligan, opened this afternoon. Tho Hishop, in-tlio course "of bin charge, drew attention to the fact that tlio diocese was Atill undermanned. In regard I<> the, mpply of clergy, he thought- matters were improving. On the subject of rel'igioun instruction in Slate schools, he argued that m nowise would the introduction of religious inhtruction interfere with the free or compulsory character-of the State system .of while-if religious instruct!in would make tho $y**em Iras secular, mo*t l<eonJn would admit that it was a. gain to the State. Ho favoured legislation in tin, liquor $tni<U» in thi- direction of eliminating private profit, and giving municipal".rather than Hiatc. control. The latter part of the address was devoted to the subject- of the virgin birth of Christr the Biflhop contending very emphatically .that, the doctrine of the virgin birth wfls eswntial to the doctrine of incarnation, in other words to Christianity itself.
