BOTHA'S ADVICE TO THE BOERS. United Preis Association—By Electrio Telegraph—Copyright. CAPETOWN, April 25. Ex-General Louis Botha, addressing a Dutch meeting held' at Johannesburg for the purpose of electing delegates for the Boer Congress, fixed for May, denied that a single Boer inteiwled to revolt. Nevertheless, at the right time, and in the right manner, the Boers meant to exercise their vote, and would not submit to become political playthings. He deprecated racial dissension, and advised the Afrikanders to adhere to the old methods.
