The "Daily Telcgraph'a" Shanghai correspondent states that the Viceroys of thirteen provinces liave offered tbe Dowager' 90,000 foreign drilled troopti to fight in Manchuria. PEKIN, November 27. Admiral Alexieff is expected to re-oocupy a number of other towns on the pretext of assisting China to develop Manchuria.
