A strong easterly gale and heavy rain which prevailed all day continues. Shipping is delayed. Soaking rain is general. It is heaviest out west, where up to 3in was recorded. FLOODS FN QUEENSLAND. (Received September 18th, 0.59 a.m.) BRISBANE, September 17. Heavy rain is falling in the southern and central divisions. The Mitchell River is rising rapidly, and a big flood is expected. The Porcupine Plains are flooded, and the. water is over the central railway in several places.
