United Press Association —By Electric Telegraph—Copyright. . (Received July 29th. 1.10 a.m.) MELBOURNE, July 28. Sir George Turner, the Federal Treasurer, delivered the Federal Budget to-night. The receipts amounted to £12,105,000, being £535,000 above the estimate. The increase was due to a larger amount of sugar being imported than was expected and to the heavy imports of grain. His estimate of the receipts for next year was £11,566,000, or £539,000 less than last year, the principal decrease being in the Customs. The amount wliich the Treasurer anticipated he would return to the States will fall short of last year's amount by £949,000,
