It- portrays a farreaching Imperial policy, once a customs union is established to conserve Imperial trade in Imperial channels, instead of scattering it broadcast among nations wliich are anxious to strangle our trade in their own interests. England never had free trade. It had only a free purchasing market, and not a free soiling market.
