Lord MilneT, speaking at the Congress of Municipalities in Johannesburg, urged the delegates to discuss the native question on the unassailable ground of civilisation, and not colour. Civilised natives were entitled to municipal rights. The question of political rights should be re-served for the legislature- elected by the whites. The influx cf A*iatics ought, to be resisted for sound economic reasons, and not on tho question of colour, but civilised and educated natives must not be- deprived, he would not say of their political rights, but of the other privileges which the. whites enjoyed.
