Mr Conger, American Minister at lVkin. has cabled to Colonel Hay that the Russians re-entered Niuchang. but subsequently retired. Other reports state that they have again withdrawn the troops from the forts at the mouth of the Liaou Riwr. Colonel Hay has publi.-hed despatches relating to China. They show that.
