THE CZAR'S MANIFESTO,
ARREST OF ARTILLERY OFFICERS. United Press Association—By Electric. Telegraph—Copyright. ST. PETERSBURG, April 3. A ukase has 'been issued r.t St. Petersburg in pursuance of tho recent manifesto by the Czar. It abolishes the collective responsibility of a peasant community for the taxes of thriftless members, gives the local or zomstvo taxes precedence, enabling better provision for local needs. Vissilieff and Gregorieff, jartillery officers, have been imprisoned at St, Petersburg for a revolutionary offence. Others have been arrested at Kieff in connection with the same affair.
