ACTION BY THE SULTAN.
CONDEMNED IN DIPLOMATIC CIRCLES.
The Sultan's ultimatum consists of a mission entrusted to the Mollau General and three Albanian officials', to try to bring the Albanians to a reasonable frame of mind. Diplomatic circles aro convinced that the policy of cajolery is foredoomed to failure. M. Zinovieff, the Russian Minister, emphasises the fact that Turkey is facing a Misssulman rebel— on, a situation more difficult, to the Porte than dealing with a Christian insurrection alone. Diplomatists are doubtful whether the Sultan's envoys will be received.
