(Received March 19th, 12.1 a.m.) NEW YORK, March 18.' Whitaker Wright offers to return voluntarily if tho extradition proceedings are dropped. He declares that a public inquiry proved his hands were clean, and after the statements made in Parliament he was legally advised that an application for a summons against him would not succeed. If he had been told he could be prosecuted he would have met tlie charge. He denies stating that he relied on poiwerful friends; and says he never sought to screen himself.
