TENDERS FOR ELECTRICAL PLANT.
TO TITE\ EDITOR OF THE PBES3. Sir,—l entered upon this correspondence simply to ask that citizens should suspend their judgment on Mr George Scott's statement until the Works Committee of the City Council had furnished the report for which I hud aiked them.
I purposely refrained from mentioning Messrs Scott and Brown's name until they -lid so themselves, and traversed a statement of mine which obliged mo to publish their letter of September 15th, 1902.
I do not knoAv Avhethe-r this letter was in response to a telephonic communication— it does not refer to one—but his point is immaterial.
The tenders were called for delivery in Christchurch, i.e., duty paid. Messrs Scott and BroAvn's original tender of Bth September, 1902, must, therefore, bo held to include duty, and in their letter of 15th they regretted to find that they had omitted to include duty, and tvent on to state, "Our tender therefore is for tho plant in Christchurch exclusive of duty."
.Your readers can judge lvhcthcr I was justified in considering this as an amendment of tho original tender. Messrs Noyes Bros.' amended tender was dated and received subsequently to the 15th September. I cannot/ undertake to comply Avith Messrs Scott and Browne request to forestall tho Works Committee's report by publishing the whole of the correspondence in the papers, but I hold no brief for the -Works Committee, and I shall endeavour as far as I can to do your correspondents full justice, by e-eeirig that tlie facts of the cae»e are fairly brought out at tho forthcoming meeting of tlie City Council.—Yours, etc., HENRY WIGRAM.
