REFUSAL OF SEATS IN LEGISLATIVE COUNCIL.
United Press Association—By Eleotrio Telegraph—Copyright. Received March 17tb, 8.45 a.m) LONDON, March 16. A Pretoria telegram to the "Morning Post" states, in reference to the Legislative Council of the Transvaal, that Botha, De la Rey, and Smuts ascertained in an underhand manner the Boers' views regarding their proposed appointment to seats on the Council. They _hen declined to accept seats, and announced their supposed grievances in a manner that nullified the utterances they had previously made favourable to tbe administration of the colony.
