ENFORCING DISCIPLINE ON BOARD SHIP.
(niXSS ASSOCIATION ttIrORAM.) WELLINGTON, iMarch 16. A deputation of shipmasters interviewed the Minister of Marine to-d*y, and asked that the clause enabling to fix fines and certain penalties for seamen not joining their ships Should not be left out of the Shipping and Seamen's Bill as otherwise the power of the master to enforce discipline on would be considerably reduced. Heavy penalties were provided, the deputation pointed out, against masters leaving port with more than two men short of a tull crew, and masters thought they should have some power of making an example of men who did not join their ships. fThe Minister of Marine, in replying, suggested that the"~Court would be a greater deterrent to the seamen than either the officers of ihet ship or Ute Superintendent of Marine, since the seamen would have to pay all Court fxpeEses. He wished to properly safeguard tJbe intereste of the men and those ci the ehipo-vners, and hoped coon to arrive at a decision which would amply meet the : objection* raised by the caDtaiM.
