THE VENEZUELAN SETTLEMENT.
CHAGRIN IN GERMANY. \ United Press Association—By Electric Telegraph—Copyright. (Received February 17th, 10.50 p.m.) BERLIN, February 17. The German newspapers are bitterly disappointed at the result of the Venezuelan settlement. They admit that "Monroeism" emerges stronger than ever, and declare that American prestige alone has been heightened. Baron yon Sternberg, the German Minister at Washington, is severely criticised for obsequiousness. Much of the success in connection with the protocols is attributed to Sir Michael Herbert's firmness.
