RUMOURED REFUSAL OF ARBITRA- ... TION. LONDON, December 19. According to the "Morning Poet" it w reported tlhat the Kaiser has announced he trill not accept arbitration. /Colonel Hay, United. States Secretary of State,- is in favour of arbitration, as Great Britain's acceptance of it would bring Germany into line. Germany has adopted Mr Balfour'a view 'of the blockade, which will shortly' be gazetted. . The "Daily Telegraph" etotea that Germany supports Belgium's Venezuelan claims for a quarter of a million sterling.
